The 1st Freiburg Language Policy and Language Teaching Conference *"Multilingualism and Aspects of Intercultural and Transcultural Language Teaching
The 2010 Topic: “Multilingualism and Aspects of Intercultural and Transcultural Language Teaching” The topic for this year’s conference originated from the (very) fact that the University of Freiburg in Germany is located almost directly at the borders to Switzerland and France. This geographical location brings with it the possibility for contact and exchange with the universities and other institutions of higher education in our neighbouring countries. This in turn provides an incentive to instructors and students in all three lands. An important goal here is to encourage mobility, particularly among students, and thereby increase cross-border, educational exchange. EUCOR (European Confederation of Upper Rhine Universities) has a central function in achieving this aim. When it comes to language policy, the Upper Rhine Region has long been seen as being multilingual. Numerous measures and projects have been initiated to promote the learning of the language spoken in the neighbouring country and to ensure that residents have the language competencies needed for the regional and European employment market. This same situation can be seen all across Europe. A glance at the borders between Poland and Germany or France and Spain shows that living near to another country opens up a realm of possibilities in social, political and educational sectors, provided of course, such opportunities are taken advantage of in a timely manner and appropriate steps are initiated in the proper places, such as schools and universities. An additional influential factor is that policy efforts often ignore or underestimate intercultural and region-specific requirements. Multilingual regions, such as South Tyrol or countries like Luxemburg or Switzerland, are exemplary in that they seem to have mastered the above named hurdles. Whether despite, or perhaps (even) because of political processes, questions of identity or cultural affiliation, as well as the role of regional and minority languages and their fixed position in social and academic life are once again very current. Ireland, Wales, the Basque region or Catalonia are pressing examples. A resulting question is not only which language a teacher should speak when working in a foreign country, but also which measures should be taken in order to prepare instructors and students for teaching and learning abroad.

Warum eine Reihe „Freiburger Arbeitstagungen“?
Die theoretische und praktische Beschäftigung mit den Themen Sprachenpolitik und Sprachlehre bildet neben weiteren Unterthemen den Schwerpunkt des Interessensgebietes und der Arbeit des Sprachlehrinstituts (SLI) der Philologischen Fakultät der Universität Freiburg. Die Sprachlehre steht dabei mit ihren zahlreichen Aspekten im täglichen Fokus des SLI. Pro Jahr werden mehr als 430 Sprachkurse für 23 Sprachen angeboten. Die am SLI beschäftigten Lehrkräfte stammen aus über 25 und die Kursteilnehmenden aus über 50 Ländern - über die Kontinente verstreut.
Somit stellen nicht nur die inhaltlichen Aspekte des Sprachunterrichts wie die Vermittlung von Grammatik oder Wortschatz eine Herausforderung dar, sondern auch die interkulturellen Komponenten, die sich in den oft heterogenen Kursen des SLI in vielfältiger Weise wieder finden. Gefordert ist deshalb ein Umdenken in der Sprachlehre, weg von rein national geprägten Ausbildungsformen hin zu einer Lehrform, die den kulturellen Hintergrund von Lehrenden und Lernenden einschließt und berücksichtigt.
Damit eng verknüpft sind sprachenpolitische Themen wie Migration, Internationalisierung oder Mehrsprachigkeit. Diese und weitere Themen aus dem sprachenpolitischen Bereich werden für Sprachenzentren und Sprachlehrinstitute, aber auch für Hochschulen allgemein immer dringlicher. Das zeigt sich bereits bei der Einführung fremdsprachiger Studiengänge, bei der Rekrutierung internationaler Studierender, den Bestrebungen zur Stärkung der Mehrsprachigkeit an Hochschulen oder der Stärkung von Regional- und Minderheitensprachen. Das SLI möchte sich an den entsprechenden Problemlösungsprozessen aktiv beteiligen. Hierzu sollen Ergebnisse und Erfahrungen von WissenschaftlerInnen und Forschungsgruppen unterschiedlicher linguistischer, philologischer und (inter)kultureller Ausrichtung als Grundlagen dienen, die durch die praktischen Erfahrungen von (Sprach)Lehrkräften und Dozenten ergänzt werden. Somit stellen die Freiburger Arbeitstagungen eine Schnittstelle zwischen Forschung, Wissenschaft und Praxis dar.
Why hold a series of “Freiburg Conferences” about “Language Policy and Language Teaching”?
The theoretical and practical aspects of language policy and language teaching comprise one of the main areas of interest and work for the Language Teaching Centre (SLI) and the Department of Philology at the University of Freiburg. We are concerned on a daily basis with the numerous facets of language teaching as every year we offer instruction in 23 languages and give over 430 courses. Our teachers are natives of 25 different countries and the students participating in SLI classes come to us from over 50 nations around the world.
Therefore, when preparing our course curriculum, it is not only the selection of content, such as grammar or vocabulary that presents a challenge. We also habe to take into account and accommodate the numerous intercultural aspects which are inherent to, and have impact on, our multicultural classes. This necessitates a new approach to language teaching: one that moves away from educational systems and methods traditionally used in a particular nation, towards one that encompasses and embraces the cultural backgrounds of both learners and their instructors.
Such an approach is closely connected to language issues with political relevance, such as migration, internationalization and multilingualism. These and other language policy matters are becoming more and more urgent for language teaching centres, institutes and for universities in general. This is evidenced by the introduction of foreign language study paths, the recruiting of international students, efforts to increase multilingualism at institutions of higher learning and heightened interest in supporting regional and minority group languages. The SLI is striving to play an active role in finding solutions to the problems which arise from these language issues. To this end, the results and experiences of researchers, research groups and various linguistic, philological and intercultural organisations should serve as a foundation of expertise that can be supplemented by the practical know-how of language teaching professionals. In this way, the Freiburg Conferences have been initiated to serve as an interface between research, science and practice.
Pourquoi une série « Journées d’Etudes Fribourgeoises : Politique linguistique et enseignement des langues » ?
Les thèmes de politiques linguistiques et d’enseignement des langues sous leurs formes théoriques et pratiques constituent, parallèlement à d’autres sous-thèmes, les centres d’intérêt et de travail essentiels du Centre d’Etude des Langues (Sprachlehrinstitut - SLI) de la faculté de philologie de l’Université de Fribourg.
Avec une offre par an de plus de 430 cours de langues pour environ 23 langues, l’enseignement des langues sous ses nombreux aspects se trouve quotidiennement au cœur de notre attention.
Les enseignants du SLI viennent de plus de 25 pays différents, les étudiants de plus de 50 pays dispersés sur les continents. Ainsi, non seulement les contenus de l’enseignement des langues, grammaire, vocabulaire, constituent un défi mais aussi les composantes interculturelles qui se retrouvent sous diverses formes dans les cours multiculturels. C’est pourquoi, repenser l’enseignement des langues est une exigence, s’éloigner des formes d’apprentissage purement nationales pour se diriger vers une forme d’enseignement intégrant et considérant le contexte culturel des enseignants et apprenants. Des thèmes de politique linguistique comme la migration, l’internationalisation ou le plurilinguisme sont étroitement liés à cela.
Ces thèmes et d’autres encore du domaine de la politique linguistique deviendront de plus en plus urgents pour les centres de langues et instituts de langues mais aussi pour les établissements d’enseignement supérieur en général. C’est ce que l’on constate déjà lors de l’introduction de cursus en langues étrangères, du recrutement d’étudiants internationaux, des efforts de multilinguisme dans les établissements d’enseignement supérieur ou de la consolidation des langues régionales ou minoritaires.
A l’avenir, le SLI veut prendre part activement aux processus de résolution des problèmes appropriés. Pour cela, les résultats et expériences des scientifiques et des groupes de recherche de différentes orientations linguistique, philologique et (inter)culturelle serviront de base, complétés par les expériences pratiques des enseignants (de langues).
Ainsi les Journées d’Etudes Fribourgeoises constitueront une passerelle entre la recherche, la science et la pratique.
