The topic for this year’s conference originated from the (very) fact that the University of Freiburg in Germany is located almost directly at the borders to Switzerland and France. This geographical location brings with it the possibility for contact and exchange with the universities and other institutions of higher education in our neighbouring countries. This in turn provides an incentive to instructors and students in all three lands.  An important goal here is to encourage mobility, particularly among students, and thereby increase cross-border, educational exchange. EUCOR (European Confederation of Upper Rhine Universities) has a central function in achieving this aim.  
When it comes to language policy, the Upper Rhine Region has long been seen as being multilingual. Numerous measures and projects have been initiated to promote the learning of the language spoken in the neighbouring country and to ensure that residents have the language competencies needed for the regional and European employment market.  
This same situation can be seen all across Europe. A glance at the borders between Poland and Germany or France and Spain shows that living near to another country opens up a realm of possibilities in social, political and educational sectors, provided of course, such opportunities are taken advantage of in a timely manner and appropriate steps are initiated in the proper places, such as schools and universities. 
An additional influential factor is that policy efforts often ignore or underestimate intercultural and region-specific requirements. Multilingual regions, such as South Tyrol or countries like Luxemburg or Switzerland, are exemplary in that they seem to have mastered the above named hurdles. 
Whether despite, or perhaps (even) because of political processes, questions of identity or cultural affiliation, as well as the role of regional and minority languages and their fixed position in social and academic life are once again very current. Ireland, Wales, the Basque region or Catalonia are pressing examples. A resulting question is not only which language a teacher should speak when working in a foreign country, but also which measures should be taken in order to prepare instructors and students for teaching and learning abroad.
